Changesets

Emmanuel,

I just noticed that none of the changeset stuff was brought over from
the original plexus SCM code. Any particular reason? 

I was going to try and capture information about the changes being made
so I could lookup the developer for a change that caused a failure and
none of that code is around.

If you have it lying around let me know, otherwise I will integrate it
back in.
