   **Is your feature request related to a problem? Please describe.**
   
   Currently, the command `Offload`, `internal-info`, `compact`, `unload`, `terminate` are not support to operate a partitioned topic. If there was a big partitioned topic, we need to find all the partitions and operate them one by one. It's not friendly to the users.
   
   **Describe the solution you'd like**
   
   We need to provide a flag `all`  for those commands to operate the partitioned topic.
