Data validity table, DV and DVAL records, data validation

Are there any plans to incorporate Dragos' code into the 
POI source tree?

  http://issues.eu.apache.org/bugzilla/show_bug.cgi?id=27511

In particular, I'd like to see these files added to the POI API:

  DVALRecord.java
  DVRecord.java
  HSSFDataValidation.java
