Config maps are now allowed by DISPATCH-1656. Policy with vhost group settings maps are now allowed in native config formatted files.

The solution for 1.13 is a workaround and not a solution. The names of the fields which may include configuration maps are hard-coded in config.py under the name _json_snowflakes_. The fact that the field is raw json is not recorded in the qdroutrerd.conf schema spec. Fixing that will be done under a new issue.
