"save and apply" never returns

The customizer seems to have a problem on the way out.

I'm running on windows XP, java 1.4.0, tomcat 4.0.2.

Here's what I did to reproduce it:

Check out jetspeed latest from CVS (just done March 2, 7:30 pm est).
build war
move jetspeed.war to tomcat webapps
start tomcat
browse to localhost/jetspeed
login as turbine
click on the pencile by the "home" tab
press "save and apply"
The browser flag is waving, but it never comes back.
I dont see anything special in the jetspeed.log.

I can open another window and login again.  If I had made changes, they would 
be reflected in this new browser.

If instead of pressing "save and apply", I use the "restore" icon in the title 
bar "customize pane", it returns to the portal display ok.  If I had made 
changes, they are reflected when I press "restore".

If I use the portal customizer pencile at the far right instead of the one on 
the tab, and press "apply", it also never returns.  "cancel" also never 
returns.  "restore" works ok.

If I use the far right pencile, then press the "home" to edit that pane, then 
the "save and apply" *does* work, taking me back to the customizer for the 
overall portal, where "apply", yes, it never returns.

It seems that the last form submit button that should take you out of 
customization and back to regular portal display, either "apply" or "save and 
apply", is what is not working.
