I was hoping to USE Jakarta - but while it's easy enough to download,
or even to get involved with helping to build it, there don't seem to be any
instructions for how to install it. Can I suggest that this should be item
number 2 in the FAQ, right after "What is Jakarta?"?

I'm downloading the source now, maybe there are instructions with that.
But it seems pointless offering a binary download with no install instructions.
