In naming schema, make uri optional in portType

Currently the portType requires <uri>. If you only want to add security settings to the web service, and are happy to default to the URI in the WSDL, you should not need to repeat the URI here. So technically, you should need either the <uri> or <credentials-name> or both, but I think it's easier to model in the schema as making them both optional, and if you add a <port> with nothing but a name, well then, nothing will change from the original J2EE DD service-ref and WSDL.

Would like to look at this for 1.1, but seriously, who uses J2EE web services anyway? Much less with partial WSDLs. Should at least see if it's still an issue in the 1.1 schemas.
