No release notes in Tuscany Java SCA binary distribution

Robert Burrell Donkin made the following comment on the Tuscany Java SCA M2 release:

This information does exist but appears to be misplaced.  There is a
readme.html file in the samples distribution with information on what is in
this release and what has changed since the previous milestone release.
For future releases, it would be good to include release notes in the binary
distribution with this information.
