HDDS-13234 implemented the removal of expired delegation tokens. Previously, expired DT simply accumulated in OM dTokenTable rocksdb cf.

However, the removal is not coordinated. This mean the state of OMs are technically not synchronized and no guarantee the state will be consistent.
