Oliver Rossmueller is now a JMeter committer

Hi Jordi,

had nothing to do with the fourth vote but with Scott beeing voted as well
(cause  your first mail was about Oliver being voted only). In future I
should wait a bit before answering, I guess... Sorry!

Note that when you are asked to become an Apache committer, you need to 
submit a Contributor License agreement (CLA). This is not necessary if you 
are already a committer on another project (and you've lodged a CLA).

I wasn't sure of the requirements for voting.  I
thought there was further requirements over and above
being an active developer.

Sorry, Mike! Now, you mention it, I see your mail myself.

About the voting process:

I think Struts was it that handles it a more obvious, more visible way. They
start every vote with a "[VOTE]" in the subject. That would be a bit more
eye-catching and wouldn't get lost, if for example some of us just returned
from christmas/new year-holidays. With some hundreds mails about
bug-status-changes the vote might just have got lost.

Anything to really encourage people should be rather difficult. And
considering that sometimes there might be votes about specific directions
where JMeter-development should head that's a real problem. But how to
solve... Sorry, no idea either.

Hey, I voted for Oliver too!

I'm wondering if there's something that can be done to encourage active developers to vote.  
It's nice to get responses on these things, especially if we're going to continue the momentum 
to do things the "Apache way".  Maybe a specific subject line that people can look for (in case 
people are deleting messages or filtering them)?  It's entirely acceptable to vote +1, +0, or -1, 
so there's no excuse not to respond just because you don't have an opinion.  It would also help 
everyone know who's out there and considering themselves "active".

Any ideas on how to increase voter turnout?

Oliver and Scott should send either Jordi or I their preferred account names.
