Lightbend has just announced a license change for Akka From the ASLv2 to BSL 1.1.

The TL;DR is that you need a paid license for using Akka in production if you cross a specific revenue threshold.
This on it's own should put Akka firmly into Category-X territory.
(There may be other issues as well.)

Since the Apache Flink project uses Akka internally we are now evaluating our options.

Lightbend offers the possibility for carving out a special use grant for OSS projects:
[https://www.lightbend.com/akka/license-faq]

??The license offers a customizable “Additional Use Grant” that grants production usage for other OSS projects including Play Framework.??

We are wondering whether that would an option worth pursuing. An example for such a grant is listed on the license page: [https://www.lightbend.com/akka/license]

??If you develop an application using a version of Play Framework that utilizes binary versions of akka-streams and its dependencies, you may use such binary versions of akka-streams and its dependencies in the development of your application only as they are incorporated into Play Framework and solely to implement the functionality provided by Play Framework; provided that, they are only used in the following way: Connecting to a Play Framework websocket and/or Play Framework request/response bodies for server and play-ws client.??

Assuming that we get a similar grant (i.e., "Your app may use Flink and the contained Akka binary provided you only use Akka in the way that Flink requires it"), my guess is that this still wouldn't suffice, because for example you wouldn't be allowed to create a fork of Flink and continue to rely on Akka, because said fork is no longer Flink and the grant no longer applies.
