patch checkin

I checked in the patch after having to do a semi-manual merge from  
the old depot. The changes I made to the context hierarchies and  
system bootstrap are not yet hooked in to the default bootstrap.   
We'll need to do that carefully so as not to break existing  
functionality.  I'll write up specifics on the changes made in  
separate emails.
