new build.xml file

I just committed a new version of the build.xml file.  Hope you like it :-)

ant -projecthelp

gives some useful hints.

I have also updated the xmldb-api*.jar apis.  Could you test if they are 
ok on your system (it seems we had some problems with these jars)

Unfortunately I couldn't generate the xmldb-xupdate jar because the 
latest version simply doesn't compile...  I'll update it as soon as 
possible.

Otherwise nothing new :-)
