I have started to document a generic release process at:
https://github.com/SparkTC/development-guidelines/blob/master/project-release-guidelines.md

I am yet to merge the contents about release verification linked above

As these are very generic instructions that apply to every project, I might look into a suitable place in Apache to publish these, otherwise will add to the project webpage.
