displaying Target Version on JIRA

Hi. Is it possible to display the new Target Version field in the JIRA by
default, even if empty? Near Fix Version if possible :)
I think this can be accomplished in Screens setting panel in project
setting, but I don’t see edit options there (no access?)

I think the field name is global, so renaming it for Hive would require a
new field, with problems for old JIRAs.

Another helpful change would be to remove Fix Version/s from the Create
Issue window (or at least move it after Target Version/s).  For clarity,
Fix Version/s could be renamed Fixed Version/s.
