The bug is blocking development if developing a larger touch application like a windows 7 touch application on a bigger screen where naturally more then 1 touch is involved.
Effectively it means that one of the key components in touch based applications is only working in mouse mode. 
Even on a tablet you can't scroll through a list if you have already one finger on the screen!
Imho this is not a minor bug.
