[log4cxx] Historical websites

I was going to go modify our changelog page earlier today to allow for
permalinks to the websites for specific versions, but I discovered
that this is not possible due to the rewrite rules in place.  For
example, https://logging.apache.org/log4cxx/0.12.0 goes to
https://logging.apache.org/log4cxx/latest_stable/0.12.0/, which of
course leads to a 404 error.

Is it useful to have the historical websites available?  Or should we
keep the current behavior and always point to the newest website?

The main reason for having "old" and "new" at the same time in the
past was because of incubating and having 0.10.x and unreleased
changes in master available at the same time. Myself switched to
master at some point and I needed to look at docs, which was simply
easier this way. :-)

From my opinion, keeping the old sites around still makes sense,
though it might not be that common. OTOH, supporting that should be
easy by simply changing the RewrteRules to something like the
following? Only the first rule would be new:

> RewriteCond %{REQUEST_URI} !^/log4cxx/\d+\.\d+.\d+(?:/(?:.+)?)?$
> RewriteCond %{REQUEST_URI} !^/log4cxx/latest_stable(?:/(?:.+)?)?$
> RewriteCond %{REQUEST_URI} !^/log4cxx/next_stable(?:/(?:.+)?)?$
> RewriteCond %{REQUEST_URI} !^/log4cxx/old_stable(?:/(?:.+)?)?$
> RewriteRule ^(.*)$           /log4cxx/latest_stable/$1 [R=temp,L]
