Hmm, jumping in late.

However, that's not randomly and has nothing to do with UTF-8. I strongly
believe, it's normal HTTP/1.1 chunked encoding. Maybe broken (if requested by a
HTTP/1.0 client).
But several fixes (especially to mod_proxy) have been applied since 1.3.24. Can
you reproduce a non-compliant behaviour with a more recent release (1.3.27)?
