#template velocimacros

Here is the #template macros. Although velocity is a template engine
itself, having a set of template macros can ease migration from a
Struts/JSP template system, here is the file. Let me know if plain text
is prefered over attachment within the email and also if there is a
macro programming/documentation convention that I should follow since I
only find the java convention. I have already done the pager macros and
will be posting them soon.
