Yes the key-value pair UI can be added after creating the compute offering. Will that be edit service offering action? This enhancement can be done for the next release.

Atleast for now, for the implicit dedication planner, we should make sure that the option to choose the planner mode is shown to the user only when the implicit planner is chosen from the planner list.
