The CXF User's list instead of JIRA is the preferred place to ask questions.  Did you do this part: "As described in the PDF, you'll need to change the Classloader order to "Classes loaded with local class loader first (parent last)" and to disable the IBM web services engine, either for the JVM as a whole or for the particular module"?  (It looks like CXF is being fed the wrong libraries.)  Are you using the Oracle or IBM JDK? (I don't know if Websphere allows the former) You might want to try deploying your web service on Tomcat (http://www.jroller.com/gmazza/entry/web_service_tutorial) to rule out the problem being with the web service itself.
