support registering more than one propChanged listener on a prop
----------------------------------------------------------------

         Key: APOLLO-3

     Project: Apollo
        Type: Task
  Components: ResourceProperties
 Environment: n/a

Current APIs only support up to one ResourcePropertyValueChangeListener per ResourceProperty. We need the option to register more than one for sending propChanged mgmtEvents to the topics associated with each of the MUWS capabilities.
