   Fix WIP for  #7935. 
   
   ### Description
   
   1. Added support for MILLISECOND Time Unit for EXTRACT time function
   2. Support for other Time Units is work in progress. 
   
   #### Test case
   1. Added a test case for testing extract time function with millisecond time unit.
   
   #### Documentation
   Documentation is pending.
   
   Note: This PR is raised to validate if the code changes are fine for Millisecond time unit. Once that is validated will try to handle other time units.
