Release candidate forthcoming

We have one main enhancement patch outstanding but no CLA on file for it and no response from the original submitter, so I'm going to start prepping for a release by getting a 3.2 release candidate out the door.

If there are any other issues open people intend to work on or have an actual fix for, please call it out.

One outstanding issue is deleting all the old Windows solution files, but I'll take care of that before I do the release candidate.
