[I] Install UIMA as system level C++ library inside the Docker image [uima-uimacpp]

DrDub opened a new issue, #11:

   Instead of installing by copying the files into `/usr/local/`:
   
   - [ ] Package the UIMACPP library as a Debian package
   - [ ] Install the Debian package in the Docker image
