With each parse a new PDFParserConfig is created in tika-server. This has the effect of negating any configurations that a user specified in the tika-config.xml that may have been specified on the commandline at server startup.
Let's use the configured PDFParserConfig as the baseline against which to make modifications if the the user specifies other settings via headers.
