Struts ApplicationResources.properties Error

Hi, I have jakarta-tomcat-4.1.12/ and I'm using the ApplicationResources.properties to display error messages, when ever I try to print the error message I get this 
???en_US.error.stname.required???  
where "error.stname.required" is my key in that properties file, it never prints the value. 
Same thing works fine in jakarta-tomcat-4.1.18/

Anyone has any clue?
