The IP you presented seems to be classified by their online IP demo as a Anonymous proxy, which would explain the lack of geo coordinates. 

MaxMind's approach seems to be that since the proxy is open to anyone and therefore the real consumer of the data cannot be defined, they classify it clearly as a proxy rather than to define the geo coordinates of the proxy IP. 

Technically speaking the IP is found in the database so the processor is right. What we may need to is to polish how we report those IPs so that it is evident what their nature is.

Reproducing this scenario using unit tests should be very simple (we can create a database entry to respond as we see necessary) so look forward for your reply.
