C++ 0.02

Peoples,

For those who might be interested, there is a first cut Beta of the 
previously discussed C code on sourceforge.

See xml-security-c.sourceforge.net

Has some docs and a basic API to let you actually do something useful.

Still uses the old Xerces DOM (DOM_Node rather than DOMNode *).  Am 
migrating to the new Xerces DOM as we speak.
