I am using branch-1 and start a standalone HBase in dev environment. 2 hbase.version files could be found. 
While in our customized HBase 1.2.x, I noticed that .tmp folder is also created twice, in hbase.rootdir and hbase.wal.dir respectively.  But I did not see the same when using branch-1.

Will upload the patch when I have it.
