fo:flow <-> fo:static-content

I trie to create a document with a structure similiar to a book with
chapters, notes... 
using a xsl-stylesheet to produce the .fo
I would like to have a changing header comment with for example the title of
the last chapter.
And now I have a question:

  Is it possible to define something like a binding, maybe using a variable,

  to evaluate the content of the xsl-before and the xsl-after region?
  Is  there a possibilitie to have more than one xsl-after or xsl-before
regions on different pages?
  Or are they, like I suppose, real static-content?
