What's the chance of this being reopened and fixed so we can not have the
string be interpreted as a perl boolean?

It's not very handy to have the logging say:

Sep 22 11:07:46.237 [26384] dbg: rules: ran header rule __L_MY_RULE_HERE
======> got hit: "negative match"

when you were actually hoping to see the contents of the last pattern match
instead.
