[POLL] reboot Kato
The Apache Software Foundation creates and serves the needs of
projects who serve the interests of the general public, not the
business interests of participating corporations. When those
interests are aligned, everyone is happy. However, when they
are not, the interests of the org must come first.
The Incubator created the Kato project for the sole benefit of
the public, and it is clear at this point that the public is
deriving very little benefit from the overall direction and
management this podling has carried out over the past 2 years.
I suggest it's time for a change. For anyone who is interested
in actively participating in creating the future direction and
in writing quality software at Apache, please volunteer for membership
on the PPMC by expressing your +1 on this thread. While I am
not currently a mentor on this podling and cannot at this point
guarantee that people who volunteer will be given an opportunity
to participate on the PPMC, I think most people on the IPMC will
want to see this materialize.

As this month's report was rejected, I believe a new report is due next
month.

This is certainly true, however I have very valid concerns as a member
of this public charity about the decision-making process that's been
going on in this project. It is one thing for the community as a whole
to go into stasis by deciding to do so, formally and publicly, using
Apache rules and processes. It is quite another matter for this situation
to materialize out of the clear blue sky with zero public discussion
about the relative merits of the available options. It looks more
to me like a plan hatched in some IBM office somewhere and unilaterally
imposed by IBM employees than a collective Apache-style agreement between
all available participants in this project.
YMMV. All I'm offering is a way out of this situation, nothing more
and nothing less.

This isn't necessary, the Kato PPMC is fine. The Incubator has been
discussing Kato and come up with an action plan summarized here:

FYI: reboots typically involve emeritizing all current members
of the PPMC, so people interested in staying on need to do so
by positively affirming their status on this thread.
