[VOTE] Pulsar Release 2.4.2 Candidate 2

Hi everyone,

This is the second release candidate for Apache Pulsar, version 2.4.2.

as follows:
- [ ] +1, Approve the release
- [ ] -1, Do not approve the release (please provide specific comments)

It fixes the following issues:

- validate list non-persistent topics (only shows the non persistent topic)

Thanks Jia Zhai work for this.

Sorry, the `bin/pulsar-standalone.pid` file was not deleted, resulting in `mvn apache-rat:check` fail.

I will close this vote and launch a new vote after fixing this problem.
