RSS portlet ignores

It looks like the RSS portlet ignores the setting of <parameter ...> regarding allowMaximize. It always generates a maximize button in its title. Is this a bug or expected behaviour?

I think it is a bug, but I'm not sure, and I'm in a hurry.
I think most portlets ignore the parameter and just return true or false.
