   ## What is the purpose of the change
   
   *This pull request adds the basic test framework for python api just like the existing Java/Scala TableAPI, abstract some TestBase.*
   
   ## Brief change log
   
     - *Adds PyFlinkTestCase and PyFlinkStreamTableTestCase as the unit test base class*
     - *Adds table sink test class: TestAppendSink, TestRetractSink and TestUpsertSink*
     - *Changes the existing test case test_end_to_end to an unit test*
     - *Updates pyflink-gateway-server.sh to add test classes to classpath when FLINK_TESTING is set*
     - *Update TestUpsertSink to remove the dependency of junit*
   
   ## Verifying this change
   
   This change is already covered by existing tests, such as *test_table.py*.
