Distributing Tomcat

Hello,
I wanted to know if it is legal to create a package (zip file) that includes Tomcat and a webapp and distribute it?

You should probably read the Apache Software License 2.0, which is the
current license under which Tomcat is released. You can find a link to
it from the above page.
