Bugzilla is NOT a support forum.

This is a question for the tomcat-user mailing list.

Had you asked this question on the mailing list, someone would have pointed you
in the direction of the context override parameter and probably would have
replied faster too.

I have just run a quick test with a two very basic web apps and the cookies
parameter behaves as expected once the override="true" is added to the context.
