The server send the next message when I try to call a CGI with a param with 
special caracters (�).
Example:  http://aa.bb.cc/index.act?b=�
Result:
Server error!
El servidor encontro un error interno y fue imposible completar su solicitud. 
Mensaje de error: 
couldn't create child process: 20508: C:/var/www/udeportes/html/index.act 
Favor de contactar al webmaster en caso de que usted crea que existe un error 
en el servidor. 
Error 500
