docs contributors setup for last-modified date

If you contribute to the Drill docs, please include the last-modified date
on docs you add or change. On the readme
<https://github.com/apache/drill/tree/gh-pages> for the Drill gh-pages
repo, you'll see how to make a simple one-time, local setup to your Apache
Drill repo clone. After the set up, the last-modified date will appear in
any docs you commit.
