DO NOT REPLY [Bug 50115] ZIP's whenempty behavior only looks at filesets

when looking at the whenempty="fail" case this becomes even more severe -
the task fails unless some non-empty filesets are there.

Fixed with svn revision 1028813 - the message, that is.

filesets inside a resources container still won't return directories.
