http://trafficserver.apache.org/ is not yet active as the TLP website, so it seems a bit early to update the list.

As to the karma needed, the SVN files can be updated by pmc-chairs, as well as members and infra, so the Traffic Server PMC chair should be able to do the SVN update once the site is available.

The files are deployed on minotaur/people, and apsite unix group membership is needed for that.

BTW, the PMC chair is also responsible for maintaining the appropriate section in the file
