Nice debugging. +1 on patch.
(we do assume in many places that the time skew between region server is less than the time it takes to move a region between server, so is this not making things worse)

Mind making patches for the other branches too (0.98, 1.0, 2.0)? If not that's cool, I'm happy to do it.
