Incorrect SVN instructions

We need to update http://incubator.apache.org/directory/svn.html.  The page
is good, and other people are starting to reference it.  But the
instructions to use:

  svnpasswd /x1/svn/asf-committers username

are wrong.  It should be just:

  svnpasswd

Any parameters given to that program are ignored.  The whole point of that
program is to provide all of the necessary parameters except for the SVN
password, itself.  :-)
