Concurrent RFile readers (created by concurrent scans and/or deepCopied iterators) can use a lot of memory when reading from compressed rfiles.  To address this issue, the default for tfile.fs.input.buffer.size was lowered from 256k to 32k.  The rational for 32k is provided in comments in ACCUMULO-1534.  The commits for this change were made against ACCUMULO-1534.  This ticket was created to record that this work was done for 1.6.0.
