Users need an easy way to use different Scala major versions with the Flink runner. This requires us to suffix the {{flink-runner}} artifact name dependent on the Scala major version. Like in {{flink-runner_2.10}} or {{flink-runner_2.11}}. 

However, this only becomes relevant once we deploy artifacts. So for now, a Maven property for switching Scala versions is enough.
