  Added:       java/src/org/apache/xerces/jaxp/validation
                        DraconianErrorHandler.java
  Log:
  Beginning of Validation API integration. DraconianErrorHandler was
  in org.apache.xerces.util in the RI. Moving it into
  org.apache.xerces.jaxp.validation.
