    Bypass couchdb_os_proc_pool tests on Windows

    COUCHDB-3140
    
    Unfortunately, the should_process_waiting_queue_as_fifo and
    should_reduce_pool_on_idle_os_procs tests are failing presently
    on Windows, repeatably. These tests fail on ping tests that are
    trying to reach couchjs processes. The reason for failure is
    unknown, however reasonable attempts to validate the process
    manager engine manually have been attempted. This, combined with
    the passing of the JavaScript test suite and the imminent release
    of CouchDB 2.0 suggest that bypassing this test suite for the moment
    is an acceptable risk.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/wohali/couchdb-couch 3140-bypass-proc-pool-test

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/couchdb-couch/pull/195.patch

To close this pull request, make a commit to your master/trunk branch
