With all generated XML, XSD, WSDL, ... character encoding as well as xml version an encoding specification should be preserved.

I had problems with special characters wich are ok in the original UTF-8 XSD but became funny and erroneous when I started the service with the DOS encoded copy created by wsdl2java.
