ENTITY_UPDATE notification from ATLAS is expected for below scenarios:

1. When classification is propagated from parent table to CTAS.
2. When only propagation is removed from CTAS.
3. When classification is removed from parent.
4.When Parent table or CTAS table is  dropped.

Currently when deferred action is enabled  CLASSIFICATION_ADD, CLASSIFICATION_DELETE notification message sent is incorrect.
